Air Quality General Permit to Construct
Air Quality Permits Program
The Air Quality General Permit to Construct is an expedited application process for a category of sources which are generally very similar in operation, equipment installation, and emissions characteristics. If a source of air pollution qualifies for a General Permit to Construct, the applicant completes a Request for Coverage application form and submits a set permit application fee. Upon verification by the Air Quality Permits Program, a confirmation letter is issued which instructs the applicant to refer to the general permit conditions that are already included in the General Permit to Construct application.

The Air Quality Standard Permit to Construct is required prior to the installation or operation of any process or equipment capable of creating air pollution that is not exempt per COMAR 26.11.02.10 and does not qualify for an Air Quality General Permit to Construct.

The Air Quality State Permit to Operate applies to certain facilities with the potential to significantly affect air quality, as specified in COMAR 26.11.02.13. This facility wide permit covers all air pollution emitting equipment and processes, is issued for a maximum five-year term, and is renewable.

It ensures that the training plan matches both the EPA's Model Accreditation Plan for asbestos training and all applicable COMAR requirements. Training is required for all asbestos occupations yearly.
